【摘要】:Competentinformationmanagementisessentialforsafeandproductiveoperationandregulatorycompliance.Ashortlistofthefunctionsaffectedincludesdecisionaidsfornavigation,communications,shiphandling,machinerycontrol,cargooperations,maintenanceandrepair,personnelrecords,andenvironmentalprotection.Theshipbuildingandshippingindustrieshaveidentifiedaneedtodevelopcomprehensivestandardsandguidesforimplementingcomputer-basedshipboarddatamanagementsystems.TheFMSmayincludesingleormultipleSITPsandsingleormultipleLITPsandprovidesthemeanstointegrateshipboardandshoresidecomputersystemswithmultivendorconnectivity,distributedprocessing,andelectronicdatainterchangebetweennoncompatiblenetworks,computers,workstations,andperipheralsandmaintaindatabases,whichpromotesafetyoflifeatsea,protectionoftheenvironment,andoperationalefficienciesthroughoutthelifecycleofthevessel/fleet.TheFMSmayincorporatesatellitegatewaystocoastalcommunicationhubsprovidingaccesstoland-basednetworks,suchastelephonelines,facsimile,e-mail,andexpandedsatelliteservicesthroughlandearthstations.TheSITPcanbeconfiguredtoprovidetheshiprsquo;controlcenterwithaccesstolocalcontrolcenters,suchasforcargooperations,whichmaybelocatedonthemaindeck.ThisguidehasprovisionsrelevanttoallcomponentsoftheFMSplatformincludingtheshipearthstation,interfacedevicesforsubsystemsandadministrativesystemsconnectedtoorformingpartofthenetwork,communicationservices,andcertainland-basedfacilitiesunderthedirectcontroloftheshiprsquo;management.Itistheintentofthisguidetoprovideguidelinesforthedesignandimplementationofopenclient/serverarchitectureforcomputerandcommunicationnetworksforshipboardandshore-basedapplications.Thisguideisintendedtoassistvesselowners,designers,shipyards,equipmentsuppliers,andcomputerserviceprovidersinthedevelopmentofcontracttechnicalspecifications,whichdetailtheservicestobesupported,performancerequired,andcriteriaforacceptanceforspecificFMSinstallations.1.1ThisguideprovidesanoverviewandguidefortheselectionandimplementationbyshipownersandoperatorsofaFleetManagementSystem(FMS)networkofcomputerservicesinaclient/serverarchitecture(seeFig.1).TheFMSisbaseduponawideareaenterprisenetworkconsistingofanunspecifiednumberofShipboardInformationTechnologyPlatforms(SITPs)andoneormoreshoresideLand-BasedInformationTechnologyPlatforms(LITPs),whichprovidesmanagementservicesfortheshippingenterprise.TheFMScanbeunderstoodasacomputersystemcomprisedofoneormoreLITPsandoneormoreSITPs.Itcanbecharacterizedasmissioncritical24x00D7;365(24h/day,365days/year).1.2TheSITP(seeFig.1)providesasetofsoftwareservices,including:1.2.1CommunicationsServices,tocommunicatebetweenvesselsandwithshoreviamultiplewirelesscommunicationtechnologies;1.2.2DataAcquisitionServices,providingaccesstoshipboardsystemdataasrequiredforusebyothersystemsandmanagementpurposes;and,1.2.3ExecutiveServices,providingsoftwareprocessadministrationandcontrol.1.2.4Intotal,theSITPprovidesthecapabilityformultipleshipboardcomputersystemstosharedatawitheachotherandtocommunicatewithshore-basedmanagementorothervesselsorboth.1.3TheSITPisunderstoodtoconsistofintegratedhardware,software,adatarepository,a......
